For the sixth time to Romania!
One of the main topics of this Wetskills event was Water & Data Management. The Finals and Awarding Ceremony were organized during the IWA International Conference on Hydroinformatics (HIC 2022) in Bucharest. Attending this conference (6 July 2022) was included in the program.
Romania has a very diverse landscape and water system, with high mountains and the largest Delta of the European Union: Danube Delta. Romania faces challenges in water and wastewater, in both large urban areas as well as remote rural villages, and has a large water management experience of dealing with floods and droughts. And the country itself is inspiring and various: From the booming big Bucharest with its historic buildings and churches, People’s Parliament and the Old City with bars and pubs, to idyllic smaller cities and villages in epic Transylvania, the dry Wallachia lowlands (border to Bulgaria) and Europe’s largest bio-reserve Danube Delta.
This Wetskills edition was hosted by the Politehnica University of Bucharest. Other main partners of this event were the University of Agronomic Sciences and Veterinary Medicine of Bucharest; the Technical University for Civil Engineering in Bucharest; the Romanian Water Association; Apele Romane; and the Embassy of The Kingdom of The Netherlands.

Case 1: Urban river basin of the future
Case owner: Boskalis
Currently river basins in and around urban areas struggle with drought, floods and loss of water quality. The future will even be more challenging, as climate change will lead to more heat waves and more intense rainfall, and urban populations are expected to grow. Damboviţa river runs through Bucharest, and is an example of a river that could be made more climate resilient to avoid or mitigate effects of climate change. How could new approaches in urban river basins create a robust system, where biological quality is improved, water safety is assured, and drought can be coped with? Which (new) techniques, policies, stakeholders provide opportunities?
Case 2: Inspiration guide for sustainable reservoir management
Case owner: Blue Deal Romania project by Dutch Water Authorities & Apele Romane
Romania has many large, medium, and small reservoirs spread around the country, which are used for various purposes, like flood risk management, hydropower, drinking water supply and irrigation. Due to changing weather conditions and growing pressure on multifunctionality, the management of these reservoirs becomes more complex and integral. An ‘Inspiration Guide’ showcasing innovative and economic attractive methods of reservoir management could create more awareness on possible solutions, for decision makers, water managers and other stakeholders. How could such an Inspiration Guide be used for sustainable reservoir management of the Golesti dam and reservoir?
Case 3: Redevelopment of the FlashBag
Case owner: WetsNext programme by Wetskills Foundation
Flashfloods in Romania are quite unpredictable and cause serious problems, such as large economic damage and casualties. In 2019 the (flash)Flood Proof Romania Testing Facility was implemented to create and test innovative measures against these flashfloods. This testing facility in Facau, southwest of Bucharest, is owned by Romanian Waters and was a result of a five-year development and cooperation program between several European and Romanian partners. In previous Wetskills events the concept of a ‘FlashBag’ was created, a temporary embankment for flash floods. Now it is time to redesign the FlashBag concept, and start testing it in the Flood Proof Romania testing facility.
